These Terms of Service (“Terms”) govern your use of the Paged Proper website and your purchase or use of services provided by Paged Proper (“Paged Proper,” “we,” “us,” or “our”).
Effective date: September 17, 2026
By accepting a quote or service agreement, submitting payment, or engaging Paged Proper to perform services, you acknowledge that you have read, understood, and agreed to these Terms.
Each project may also be governed by a written quote, statement of work, or service agreement (“Project Agreement”). If a Project Agreement expressly conflicts with these Terms, the Project Agreement will control for that specific project.
Electronic records, signatures, and acceptances may be used in connection with our services.
Paged Proper provides Microsoft Word document-production services for businesses that bid on government contracts.
Services may include:
Unless expressly included in writing, Paged Proper does not provide proposal writing, substantive editing, capture or proposal strategy, pricing development, legal review, custom macro or VBA programming, original graphic design, Section 508 remediation, submission-portal management, or substantive evaluation of proposal content.
Our responsibility is limited to the services and deliverables expressly included in the agreed project scope.
When included in your service, Section L/M document verification compares the produced document against the solicitation materials you provide to identify requirements affecting document production.
This may include page limits, formatting specifications, required organization, volume structure, document elements, and other production-related instructions.
Paged Proper does not determine whether your proposal content substantively satisfies an evaluation criterion or whether your proposal will ultimately be considered compliant, responsive, competitive, or eligible for award.
You remain responsible for the accuracy and substance of your proposal, final compliance review, and timely submission.
Paged Proper does not guarantee an award, evaluation result, score, acceptance, or other government-contracting outcome.
The Proposal Risk Check is a complimentary, one-time introductory service offered at Paged Proper’s discretion and subject to availability. It is limited to one Risk Check per company.
A Risk Check reviews up to ten pages of one proposal volume against four fixed checks: page limit, font, margins, and one Section L document-level requirement identified by the client. Results are provided as a written report that identifies items as aligned, risk identified, or unable to verify.
The Risk Check does not include corrections, reformatting, rebuilt styles, repaired tables, instructions for correcting identified items, or any other production work. Corrections and production are available through a paid engagement.
Sections of these Terms addressing payment, production reservations, refunds, revision rounds, and client-delay progression do not apply to the complimentary Risk Check. Sections addressing client responsibilities, confidentiality, client rights and representations, no guarantee of government contract outcome, and limitation of liability do apply.
Paged Proper may decline, limit, or discontinue the Risk Check at any time.
Successful and timely production depends upon client cooperation.
You are responsible for providing all materials reasonably necessary for Paged Proper to complete your project, including, when applicable:
You are responsible for ensuring that all information supplied to Paged Proper is complete, accurate, current, and authorized for our use.
You must promptly provide any solicitation amendment, agency clarification, Q&A response, revised instruction, updated template, or other information received after production begins that could affect the document.
Paged Proper is not responsible for errors, delays, rework, missed requirements, or other consequences resulting from incomplete, inaccurate, outdated, withheld, or late information provided by the client.
You represent that you have the authority and necessary rights to provide all content, templates, graphics, documents, and other materials submitted to Paged Proper.
Paged Proper reserves production capacity according to the service, project scope, and turnaround identified in your Project Agreement.
Booking a project does not automatically begin the production period.
Your production timeline begins only after Paged Proper has received everything required to begin work, including complete project files, applicable solicitation materials, required approvals, an executed agreement when required, and payment in full.
Deadlines communicated for client files, information, approvals, revisions, or feedback are material to the production schedule.
Unless a different deadline is stated in your Project Agreement, the following client-delay policy applies.
If required client materials, feedback, approvals, payment, clarification, or other information are not received by the stated deadline, Paged Proper may immediately pause production.
The production clock stops during the pause.
Time spent waiting for client action does not count against Paged Proper's turnaround period, and the original delivery date is no longer guaranteed.
Once all outstanding information is received, Paged Proper will determine whether the project can reasonably resume within the original production window.
If required client materials remain outstanding for two business days following the applicable deadline, Paged Proper may release the client's reserved production window.
The project may then be moved to the next available production window after all outstanding materials have been received.
The revised production schedule will be based on Paged Proper's then-current availability.
Paged Proper is not required to displace another client, work outside the agreed schedule, or compress its production process to preserve a submission deadline affected by client delay.
If accelerated production becomes necessary because of the delay, applicable rush fees and availability may apply.
If required client materials, approvals, feedback, or other necessary information remain outstanding for five business days following the applicable deadline, Paged Proper may formally suspend the engagement.
A suspended project no longer holds reserved production capacity.
To resume the project, the client must provide all outstanding requirements. Resumption is subject to Paged Proper's availability and may require a revised delivery schedule, updated quote, change order, or reasonable reactivation fee when additional administrative or production work is required.
If the client has not provided the required materials or otherwise resolved the delay within ten business days following the applicable deadline, Paged Proper may terminate the engagement and close the project.
A terminated project is not automatically eligible for reinstatement.
If the client later wishes to proceed, Paged Proper may require a new quote, Project Agreement, payment, and production reservation.
Except where required by applicable law, project termination resulting from client delay or nonresponsiveness does not entitle the client to a refund.
Because Paged Proper's services operate on different production schedules, required materials must be provided early enough for the contracted service to be performed properly.
For Solicitation Template Engineering, all required brand assets, approved specifications, reference documents, Microsoft Word environment information, existing templates when applicable, and other requested materials must be received before the scheduled production period begins.
The standard 2–3 business-day turnaround does not begin until the project is production-ready.
For Proposal Desktop Publishing, the client must provide the substantially complete, content-stable proposal, complete solicitation and applicable amendments, approved template when applicable, client-supplied graphics, and other required production materials before the scheduled production period begins.
The standard 5-business-day turnaround does not begin until the project is production-ready.
Rush production is subject to availability.
Complete rush files must be received by the deadline stated in the Project Agreement.
For eligible rush projects, complete files received by 12:00 p.m. Eastern Time may begin production that business day. Complete files received after 12:00 p.m. Eastern Time, on weekends, or on U.S. federal holidays will ordinarily be treated as received on the next business day unless Paged Proper expressly confirms otherwise.
Rush status does not transfer responsibility for client-caused delays to Paged Proper.
If a client delay makes the contracted rush turnaround impracticable, Paged Proper may revise the delivery date or determine that the project can no longer continue under rush scheduling.
A quoted turnaround represents Paged Proper's production time. It does not include time during which the project is waiting on client action.
The production clock pauses whenever Paged Proper is waiting for required files, content, decisions, clarification, approvals, consolidated revisions, payment, solicitation amendments, or other client action necessary to continue production.
For example, if a five-business-day Proposal Desktop Publishing project is paused after two production days while Paged Proper awaits required client information, the remaining three production days do not continue running during the client delay.
Once the required information has been received, Paged Proper will determine and communicate the revised production schedule based on the remaining work and then-current availability.
Client-caused delays may automatically affect the project schedule and final delivery date.
Paged Proper does not guarantee preservation of an original delivery or submission-related timeline following a client-caused delay.
Business days exclude Saturdays, Sundays, and U.S. federal holidays.
Proposal Desktop Publishing is intended for substantially complete, content-stable proposal files unless otherwise agreed in writing.
“Content-stable” means the substantive proposal content is sufficiently complete for document production to proceed without significant rewriting, restructuring, replacement, or expansion.
Reasonable corrections may be handled during included revision rounds.
Significant additions, deletions, restructuring, replacement content, new graphics, or other substantial changes after production begins may constitute additional scope.
Paged Proper may pause production until significantly revised content has been finalized.
Additional work may require a change order, additional fee, and revised production schedule.
Published website prices are starting prices and do not constitute binding quotes.
Final pricing may vary based on factors such as page count, number of volumes, table density, graphics, source-file condition, formatting complexity, solicitation requirements, requested turnaround, and overall project scope.
Your final scope, price, and anticipated turnaround will be confirmed in writing before production begins.
Rush delivery may carry a 35% or 50% surcharge, depending upon the service and requested turnaround. Applicable rush pricing will be disclosed before the project is accepted.
Payment in full is required before any services are rendered or production begins.
A production window is not reserved until Paged Proper has received:
Payment reserves professional services and production capacity for the client's project.
Paged Proper may decline to begin production until all booking and payment requirements have been satisfied.
Except where a refund or cancellation right is required by applicable law, all payments made to Paged Proper are final and non-refundable.
This policy applies to standard and rush engagements.
A refund will not ordinarily be provided because the client:
Client delay, nonresponsiveness, or failure to meet project responsibilities does not create a right to a refund.
Where applicable law provides a non-waivable cancellation, refund, or other consumer or contractual right, Paged Proper will comply with that requirement notwithstanding anything in these Terms to the contrary.
Because Paged Proper provides customized professional document-production services based on client-supplied materials and project-specific requirements, completed services and final deliverables are considered final once delivered, subject to any remaining revision rounds expressly included in the applicable Project Agreement.
Included revision rounds do not create a right to a refund.
A client's dissatisfaction resulting from a later change in preference, strategy, content, internal direction, or circumstances does not create a right to a refund when Paged Proper has performed the agreed services.
Nothing in this section limits any right or remedy that cannot lawfully be waived.
Unless otherwise stated in the applicable Project Agreement, an engagement includes two consolidated revision rounds when revisions are included with the purchased service.
A consolidated revision round means one complete set of client comments, corrections, or requested changes submitted together.
Revision rounds are intended for reasonable production corrections and refinements within the original scope.
They do not include substantial rewriting, major content additions, significant restructuring, replacement of previously approved content, new deliverables, or material expansion of the project.
Work falling outside the agreed scope may require a change order, additional fee, and revised delivery schedule.
Paged Proper will communicate material changes to price or timing before additional billable work proceeds.
The client is responsible for reviewing all final deliverables before submission.
Final approval and submission of the proposal remain the client's responsibility.
Clients should verify all proposal information before submission, including names, dates, solicitation numbers, pricing references, page limits, proposal content, attachments, representations, certifications, cross-references, and submission requirements.
Delivery of a final document does not transfer responsibility for final proposal approval, compliance determination, or submission to Paged Proper.
Clients may request cancellation or rescheduling in writing.
Because payment reserves production capacity and may cause Paged Proper to decline other engagements, cancellation or rescheduling does not automatically create a right to a refund.
Except where expressly stated otherwise in the applicable Project Agreement or required by applicable law, payments remain non-refundable following client cancellation.
Rescheduling is subject to Paged Proper's availability and does not guarantee preservation of the original delivery or government submission timeline.
Repeated or substantial rescheduling may require a new production window, revised Project Agreement, change order, or additional fee when additional work or capacity is required.
Paged Proper may pause, suspend, cancel, or terminate an engagement when the client:

These periods are measured from the applicable client deadline.
Except where required by applicable law, suspension or termination resulting from client delay, nonresponsiveness, breach, or another client-caused circumstance does not create a right to a refund.
Paged Proper may determine before production begins that it cannot reasonably or appropriately perform an accepted engagement.
If Paged Proper cancels an engagement for reasons attributable solely to Paged Proper before any services have been performed, amounts paid for the unperformed services will be refunded.
This provision does not apply when cancellation or termination results from client delay, nonresponsiveness, incomplete or inaccurate information, breach of these Terms, prohibited materials, unlawful or unethical requests, inappropriate conduct, or another material client-caused circumstance.
In those circumstances, payments remain non-refundable except where otherwise required by applicable law.
A government submission deadline does not override these Terms or obligate Paged Proper to perform work in less time than reasonably required.
If client delay leaves insufficient time to complete the agreed service before the proposal submission deadline, Paged Proper may:
Paged Proper will not represent incomplete work as complete, waive necessary production procedures, or guarantee completion solely because a government submission deadline is approaching.
The client remains responsible for deciding whether, when, and in what form to submit its proposal.
The client is responsible for promptly providing all solicitation amendments, agency clarifications, Q&A responses, revised attachments, templates, instructions, and other solicitation changes received during the engagement.
Paged Proper cannot review, verify, or account for requirements contained in materials that were not provided to us.
If newly provided or revised solicitation materials materially affect work already performed, additional production time or fees may be required.
Paged Proper treats client proposal materials and confidential information in accordance with the applicable nondisclosure agreement and Project Agreement.
An NDA is included with every engagement, including the complimentary Proposal Risk Check, and is executed before confidential project files are transferred.
Unless expressly agreed in writing, clients must not provide Paged Proper with classified information, Controlled Unclassified Information (CUI), export-controlled information, protected health information, or other information requiring specialized security, storage, processing, or regulatory controls.
Paged Proper may use third-party technology, cloud storage, payment processors, scheduling platforms, and other service providers reasonably necessary to operate the business and provide services, subject to applicable agreements and privacy practices.
By providing documents, templates, graphics, proposal content, or other materials to Paged Proper, the client represents that it possesses the authority and necessary rights to provide those materials and authorize their use for the engagement.
The client remains responsible for the legality, accuracy, originality, and substantive content of materials it provides.
The client retains ownership of content and intellectual property supplied by the client.
Upon full payment and completion of the applicable engagement, the client receives ownership of the final project-specific deliverables identified in the Project Agreement, including project-specific Microsoft Word template files when applicable.
Paged Proper retains ownership of its pre-existing intellectual property, internal methodologies, workflows, checklists, processes, systems, know-how, reusable techniques, and materials developed independently of the client's proprietary content.
Paged Proper will not reuse or disclose confidential client proposal content as part of its retained materials.

Our services do not constitute a representation, warranty, or guarantee that a proposal will:
Government agencies and other issuing organizations independently interpret and apply their solicitation and evaluation requirements.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, PAGED PROPER WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, EXEMPLARY, PUNITIVE, OR CONSEQUENTIAL DAMAGES, INCLUDING LOST PROFITS, LOST REVENUE, LOST BUSINESS OPPORTUNITIES, LOST CONTRACTS, OR LOSS OF AN ANTICIPATED CONTRACT AWARD ARISING FROM OR RELATING TO THE SERVICES.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, PAGED PROPER'S TOTAL AGGREGATE LIABILITY ARISING FROM OR RELATING TO A PARTICULAR PROJECT WILL NOT EXCEED THE AMOUNT ACTUALLY PAID TO PAGED PROPER FOR THAT PROJECT.
Nothing in these Terms excludes or limits liability that cannot legally be excluded or limited.
Paged Proper will not be responsible for delays or inability to perform caused by circumstances reasonably outside our control, including severe weather, natural disasters, widespread internet or power outages, government action, platform or service-provider outages, civil emergencies, acts of war or terrorism, or similar events.
If such an event materially affects an active project, Paged Proper will make reasonable efforts to communicate the impact and establish a revised schedule.
Paged Proper performs services as an independent contractor.
Nothing in these Terms creates an employment, agency, partnership, joint venture, fiduciary, or teaming relationship between Paged Proper and the client.
These Terms and any dispute arising from or relating to Paged Proper's services are governed by the laws of the State of Florida, without regard to conflict-of-law principles.
Unless a different dispute-resolution provision is included in an applicable Project Agreement, any legal proceeding arising from or relating to these Terms or Paged Proper's services will be brought in a court of competent jurisdiction located in Seminole County, Florida, and the parties consent to jurisdiction and venue there.
If any provision of these Terms is determined to be invalid or unenforceable, the remaining provisions will continue in effect to the fullest extent permitted by applicable law.
Paged Proper's failure to enforce any provision of these Terms on one occasion does not waive the right to enforce that provision or any other provision in the future.
Paged Proper may update these Terms from time to time.
The Terms applicable to a particular engagement will generally be those in effect when the applicable Project Agreement is accepted unless otherwise agreed in writing.
Changes to these Terms will not retroactively modify an existing Project Agreement unless agreed by the parties.
These Terms, together with the applicable Project Agreement, accepted quote, statement of work, NDA, and any policies expressly incorporated into the engagement, constitute the agreement between Paged Proper and the client concerning the applicable services.

Meet the founder
A lifelong eye for order and detail.
I've always had a passion for visual order and structure, paired with a keen eye for detail. I notice when spacing feels off, when a table doesn't quite align, when a heading breaks the flow, or when a document simply doesn't feel as polished as the work behind it.
Over the years, that instinct became a skill. Through more than 15 years of working in Microsoft Word and producing documents in professional corporate environments, I learned how to do more than make a page look good. I learned how to build documents that are structured, consistent, functional, and easy to navigate. And I genuinely enjoy the work.
There's something satisfying about taking a document with inconsistent styles, shifting tables, broken pagination, or competing formats and bringing everything into order. Every heading has a purpose. Every section works together. Every page feels intentional. That passion became Paged Proper.
My background spans executive reports, operating procedures, proposals, and other requirements-driven documents. Across all of them, the work was the same: follow the rules exactly, keep every page consistent, and make complex content easy to navigate.
Those are the same skills a government proposal demands. Gaps are flagged for your team. It does not determine whether your content substantively satisfies an evaluation criterion: Paged Proper verifies the document, and your team owns the response.

No. Except where a refund or cancellation right is required by applicable law, all payments are final and non-refundable. This applies to standard and rush engagements, and to projects paused, rescheduled, suspended, or terminated because required materials, approvals, or feedback were not provided. Rescheduling is possible subject to availability but does not create a right to a refund. Full details are in the Terms of Service.
The production clock pauses, and the original delivery date is no longer guaranteed. If materials stay outstanding, your reserved window may be released after two business days, the project may be suspended after five, and it may be closed after ten. See the Terms of Service for the full schedule.
Minor edits are handled in your two consolidated revision rounds. Significant content changes or restructuring may require a change order, and any extra cost is always confirmed with you first.
Desktop publishing starts at $3,500 for up to 55 pages. Additional pages are $400 per 10-page block, prorated for partial blocks. Table density, graphics, and file condition can affect the final quote.

Files are exchanged through secure file transfer and handled according to your agreement once your project is delivered.
A one-time complimentary review of up to 10 pages of one volume, checked against the solicitation's page limit, font, margins, and one Section L requirement you choose.
